Impartial and independent testing
Oy Testmill Ltd is a Finnish expert company that offers testing and inspection services to the automotive and heavy machinery sectors. As a third party, we ensure that products comply with technical requirements.
Our research laboratory services are accredited, and we are an approved testing laboratory by FINAS accreditation service (T196, accreditation requirement SFS-EN ISO/IEC 17025:2017). Accredited test results are internationally recognized. More information on accreditation can be found at www.finas.fi.
We are also approved experts designated by the Finnish Transport Safety Agency, Traficom (HA-0002 and HC-0002).

Type Approval
Products tested for type approval may include:
- Vehicles
- Testing related to EU type approval

- Cab strength tests according to ISO 3471-1, ISO 3449, ISO 8082-1 and -2, ISO 8083, and ISO 8084 (Maximum test frame load is 2000 kN, and the lowest test temperature is -20°C)

Individual Approval
Individual approval is a procedure in which a single vehicle is approved for use in road traffic. Individual approval is intended for new M, N, and O class vehicles that are not ready or completed with type approval. Vehicles imported from outside the EU/EEA that are no older than 6 months from their first use are also subject to individual approval. Individual approval is required if a vehicle is modified after type approval but before initial registration.
The validity period of individual approval is a maximum of three months. The validity period may be shorter if the vehicle’s compliance expires before the three months from the date of individual approval. Under certain conditions, the validity period can be extended with a new individual approval.
A fee for individual approval is charged as specified in Appendix 1 of the Ministry of Transport and Communications Regulation on the fees for services provided by the Finnish Transport and Communications Agency. Additional inspections as referred to in Section 50 e of the Road Traffic Act will be charged separately on a case-by-case basis.
Approved Expert
Testmill Ltd is an approved expert designated by the Finnish Transport Safety Agency with the codes HA-0002 and HC-0002. The services provided by the approved expert are categorized into two classes: HA and HC.
An HA-class approved expert conducts testing and inspections for national small series type approval, national type approval, and individual approval. You can find the scope of competence for HA-class approved experts at this link.
An HC-class approved expert performs testing and inspections for individual approval, registration inspections, or modification inspections. You can find the scope of competence for HC-class approved experts at this link.

Our partners provide HC-class approved expert services for testing the following requirements:

Static Load Test
The test setup allows for testing the safety cabins of the largest work machines. In addition, the equipment can perform any strength tests requiring large loads up to 2000 kN. The test object can also be cooled to a temperature below -20°C.
We are able to test the strength of almost any machine or device cabin used by an operator or stationary, in according to Commission Delegated Regulation (EU) No 1322/2014 and related OECD Standard Codes.
Required tests include:
- ROPS (Rollover Protective Structures)
- FOPS (Falling Object Protective Structures)
- OPS (Operator Protective Structure)
Dynamic Load Test
The test setup allows for testing mechanical coupling devices and other Structures in according to UNECE Regulation nr 55. Additionally, the equipment can perform dynamic testing of various components and structures.
Maximum forces:
- Horizontal: ± 280 kN
- Vertical: ± 95 kN
Maximum frequency: 2 Hz
Environmental Test Hall
In our environmental test hall, we can simulate different environmental conditions down
to -46°C. This allows us to offer our customers the assurance that their products remain safe and functional in all desired conditions through testing.
ATP tests
The international agreement on the transport of perishable foodstuffs and the special equipment to be used for such transport requires vehicles to have ATP classification.
In our environmental hall, we can, in the near future, perform these tests on vehicles or trailers up to 25 meters in length.
- Hall dimensions: Length 25 m, width 5 m, height 5 m
- Door opening dimensions: Width 3.92 m, height 5 m
- The entire hall temperature can be adjusted within the range of -30°C to +60°C.
- A separate area, divided by a partition wall, can reach a temperature below -46°C.
- The space is also equipped with exhaust gas extraction and fresh air replacement systems.
If necessary, we can also provide higher temperatures and different humidity levels in the hall.
Cybersecurity Testing for Vehicles and Installed Devices
The cybersecurity requirements under UNECE R155 regulation were expanded in July 2024 to apply to all models produced by manufacturers and their bodyworks.
We have the capability to test cybersecurity at the vehicle, system, and component levels. Our experts conduct compliance assessments of vehicles and connected devices through various penetration tests in according to UNECE Regulation nr 155.
Other Testing and Analysis
We offer testing services tailored to the specific requirements defined in collaboration with the customer. For instance, we have conducted various static and dynamic load tests where we can accurately measure the forces, displacements, and stresses applied to the tested object. We can also precisely measure parameters such as sound pressure and acceleration.
Unless otherwise agreed upon separately, all our testing adheres to our ISO/IEC 17025 compliant quality management system. All tests are conducted impartially and independently as a third party. The results of the tests are documented and provided to the customer in written reports.
